I understand the problem with "fees". Any path that includes higher education will involve costs. I'm not sure what "passbook 50" means. So if you need help with the cost of your education you can:
- Join the military, if they will pay for your education.
- Find a company that will train you and pay for your education
In the USA both of those are options. I don't know if the same is true in your country. If neither of those is a practical alternative, then I think you are well and truly up against it.
