I couldn't get a hit for the IC MP1445 shown on the PC board; I guess it's an IC regulator. With so few components the prime mover almost has to be a Peltier junction, or this is a hoax.

It's pretty amusing reading the translation but you can figure out what the guy is saying for the most part. He says it's a Peltier element.
