You have resurrected an ancient thread. Assuming your oscillator is 1MHz )) you would need multi-stage divider ICs (or a micro) to reduce the frequency to 100Hz. A 3.2768MHz oscillator would make the division simpler.

Use a 4060 as the oscillator and to divide by 2^14 followed by a flip-flop to divide by two for a total divisor of 32768.

Notice that the capacitors MUST BE USED.

The Cmos inverter must have a high enough frequency to work.
An ordinary CD4xxx inverter might work up to about 3MHz if the supply is 9V).
74HCxxxx works up to tens of MHz.

We don't think you used the important capacitors. We don't know which Cmos inverter you used and we don't know the supply voltage.

Use a 4049UB circuit with the crystal as a oscillator, followed by two HEF4518 dual BCD counters and make a simple ripple counter.

It may require a simple resistor/capacitor filter on the out out to de-glitch the signal.

You have already been told a number of ways how to do this.

One option is a 4049 IC with your 1MHz crystal as the oscillator followed by two 4518 dual BCD counter IC's to form the divider from 1MHZ to 100Hz.

Is this a homework question?

If not then if its just 100hz you want then maybe a different freq xtal along with a cmos chip might be a better way, like a 4060 and a 4.096mc's xtal.
