most of these aren't used (hence quite alot of connections to ground), but a couple are used to make a simple osscilator, which turns the transistor on and off, which turns the relay on and off.
I can't be more specific without looking at the 4049 data sheet, which I don't have time to do, but i'm sure you do: look on **broken link removed**
