How do i know whether my LM35 is defective?

I have been having some trouble with my LM35(temperature sensor). No matter what temperature environment it is in, its output value is always between 180mV - 220 mV.
Even once i placed my entire breadboard circuit with the LM35 into the freezer for a minute and a half and the output remains around 200mV.
Is it suppose to work like that? I wa assuming it was a sensitive temperature sensor.
