Try reading what it says immediately below the 'Electronic Content' title - a lot easier than posting a pointless question here!.

what about the Electronic Projects Design/Ideas/Reviews forum?
I didn't see any restriction. The server tells me something along the lines of thanks for posting, but then there is no post. If there is some sort of delay, forgive the multiple postings.
 
THere is no restriction that I know of or experienced for that forum.
