How can I play a 2 minute song automatic over and over?

In college I would have made a tape loop for the tape recorder but I don't know how it is done now. This song needs to be recorded on something so it can be played through the car amplifier.

I am tired of people parked next to me at the traffic light playing there Boom Boom Rap noise that shakes the doors and windows of my vehicle.

I want to play this about 400 watts right in their car window. LOL.
