How can i make protector circuit?

I want to make protector circuit using 555ic. need to protect my TV. After two minute, i get the output voltage of giving the power supply. need help......

So it's basically a power-on delay circuit (adjustable from 1 to 3 minutes) as someone else suggested?

So he needs a power-on delay to protect his TV set AFTER A MAINS FAILURE (blackout).
Maybe the voltage is a bit chaotic when power is restablished.
Wouldn´t a surge/spike/peak supressor (with a paralleled varistor, fuses and a series thermistor) do the job?
