1st of all whats the input to your circuit?? 1sec pulse? if so,
you have to conbine two 74ls90 and to make a reset at 20th pulse. then use display driver 74ls47 in combination to display.
just search and look at the datasheets how you can combine above counters and drivers. hope you have good knowledge and experience in electronics to start with this.
