Help with oscillator adjustment

Hi, I am in a Logic and Design class at my university and I need some help. We are using the Digilent BASYS Spartan 3E FPGA and we are currently supposed to be creating a 0-99 Up Counter. I don't know how to lower the speed of the oscillator on the board, which makes it impossible for me to see if the current code that I have is actually up-counting correctly. Any help would be greatly appreciated. If you need any further information, I will try to answer them for you. Thank you very much.
