help, tips, ideas for project: "Pager video security cam"

Hi!!

Ok so here is a project I want to do:

so basicaly its a webcam with motion detection that will stream it live with a transmitter(not internet), so whenever something happening it front of the camera, it alerts the receiver and can see whats going on live.

SO I need to know, how can I do the link between the TX and the RX? I would like to use an USB interface.

is that possible?
