help me out with this charger circuit....

i'm currently working on a project that deals with automatic detection of charge level of a rechargeable battery and displaying it on a lcd screen while charging....i've decided to use PHILIPS SAA1501T IC forcharge level indication....could anyone help me to build a charger circuit using this IC....?
 
Whats wrong with the circuit shown on the data sheet?
