help interfacing PIC16F877 with PIA68B21

it would be an interesting excercise , turning PORTD into two I/O ports and using PORTE as the control lines, but you may need one more pin to control the PIA, not sure without looking at the data sheet in more detail..

Don't know about 'interesting', probably 'pointless' would be more like it - why interface such an old bus controlled PIO to a micro-controller, there are far easier (and cheaper) ways to expand ports if you need to.

The 6821 was designed to add ports to a system that didn't have any, so it's not really relevent to a micro-controller.
