help identifyin this resistor

light blue in colour, approx 15mm in length, 5mm dia. used in small battery charger. is this a 2W metal oxide (or mayb 3W metal oxide)
 
are there no color rings or value written on it or
it's toast so marking is gone and multimeter is no help?
(I don't think you have no multimeter...)
