I have built (actually only the counters/dividers/LEDs part) this circuit on a breadboard and it does work. I used a bench power supply at 6 volts and a 555 timer to supply clock pulses for testing purposes. Be careful of the current needed to drive the LEDs, current limiting resistors may be required at higher voltages (this will also depend on the exact type of LED displays used).
