The £16 tracker I posted the link for earlier would have done all that, simply by ringing it and getting a txt back. Fairly obviously the second part of the info was found by actually ringing him and asking.

CHEAP - so you don't want tracking for ships, which would be hugely expensive, and hugely expensive to find. Likewise you don't want satellite based trackers (assuming you can get them?, do they still make satellite phones?), as it would be hugely expensive again.
The
ONLY option is GPS/GSM trackers, which are dead cheap, and pretty effective. If you want real-time tracking, then you need to subscribe to a server based system to do that, but surely all you need to do is ring the tracker and get it to txt you back it's position and speed. In the UK you can simply get a free SIM for it, stick £10 credit on it, and that will allow it to send 40+ txt messages.
If it sounds too good to be true, them it most likely is.
