Fuse position

I am working on a circuit to convert a 13.8V bench power supply to a steady 5v or 9v supply.

I figured I should include a fuse but where is best? Should it be next to the 13.8V input or the 5/9V output?

Putting it next to the output would protect the circuit I am connecting to the board... but putting it next to the input would protect the board I am building AND the circuit I am connecting, no?

Or you could have one fuse for the power supply output, and one main fuse for the 13.8volt power input
