Is this the correct workings for Frequency using a cro in the attachement

No.

Unit for Time per division is time, not m/s.

1.5 division of .2ms/division = 0.3ms, therefore frequency is 1/0.3ms = 3.333KHz.
 
If time/div=.2ms
and one cycle= 1.5 div,
then time =0.3ms
Frequency=1/0.3ms or 3333Hz or 3.333 kilohertz
