Frequency Generator

Im looking to build a frequency generator for my cousin's birthday, and I was looking for some help. Since he does a lot of car stereo installs, it helps to test sub enclosures before using them. The output should be something like this:
- variable 10Hz - 99Hz
- output 0.2v - 2.0v swing (volume, going into preamp inputs on amp)
- displays frequency being generated on 2 7-seg displays
- hopefully doesnt use a microcontroller, but I have 16F84A's and 16F873A's available
Id really appreciate it if someone could point me in the way of come circuit(s) that would do the job. I can throw a bit of cash your way if you have to design one. Thanks!
 
Have you searched these forums? Have you investigated the kits sold by electronics shops?
 
Having no prior experience in microcontrollers, I dont understand any of the code posted about this topic. Also, I was hoping to build the circuit myself, rather than buy a kit, due to the fact that Im hoping to have this built before tuesday, and no electronic shop that I know of could get me a kit that fast for a reasonable price.
