I need help with designing frequency divider frequency range (1000-40,000 pulses/minute), by 915.
using cmos 4000 series IC.

One way to make a divider is to cascade three synchronous bcd decade counters and then use combinational logic on the parallel outputs to detect the presence of the number 915. This combinational logic generates a single reset which then restarts the counter from 0 again and the cycle repeats. The reset output can be taken as the output of the system.
 
Thanks RadioRon, it make sense. Could you recommend the type # of CMOS 4000 series IC. I was an analog engineer 40 year ago and not so familiar with counter design. Totally rusted and need to relearn. The frequency divider will be used as an interface between a dosing pump and a flowmeter.

To start with, have a look at the CD4017. It can function as your decade counter, and you would need three of these. This one has 10 decoded outputs. Another approach is to use CD40160 which has binary outputs.

Alternately, you can use binary counters too, like the CD40161.
