frequency based project

Iam thinking about one project based on radar frequency there should be a receiver receiving signals in moving position(kmpl) by fixing the transmitter at one fixed point.as like a plane receives a signals.Is it possible give an idea about this quote?

Google "gunn diode radar" and see what you get. I tired it but didn't find must of anything useful, but you might be more patient than I.
