Foreign VAC on garage door opener

Hi
Have a Sears garage door opener Model # 41A3621 with 20VAC on the opener rail and also on the other metal parts of the garage door.
I am thinking that the motor start capacitor is leaking.
So I was wondering if anyone has had this same problem and how they solved it.

Much more likely to be insulation breakdown of the motor windings or wiring, or even contaminated grease bridging between a conductor and the rail. It may even just be noise if the grounding is poor. Time to isolate it, strip it down, clean and inspect it then see where you're at with it :)
