Fisher Paykel Smartdrive washer MW053 240V 50Hz will not power up immediately when switched on at GPO. Control module (green Phase 3) 3 pin socket for separate display board measures fast changing 0.5-1.5v DC with power on during the event. Display requires 15V DC. The GPO is switched on/off 2-3 times rapidly and then left off for approx. 5 minute. When switched back on the display powers up and rings the tune and the 3 pin socket now measures a stable 15V DC. The washer will now work normally. No schematic of the controller module.
 
First place I would be looking in is the Motor control module. This is where the power supply will be, check for dry solder joints first. Also some pictures of the modules you are working on would be a help. I do have a workshop manual I down loaded of the net in PDF format, But there is no circuit diagram of the internals of the Modules.
 
Do you have the tech-sheet overview. They hide them in various places, but they have a tendency to disappear.
In addition to debe above, On the MAin control board, trace the 15 volt line back to its capacitor in the SMPS, (or does it have a large transformer on the board if an older unit ). and verify with a esr meter or obvious signs of bloating.

Some models may use a relay on the board to distribute power after start up.
Need a pic of the board from a couple angles.

Tried tracing back, but I am lost.
Washer is 1996-7 The PCB near large cap left hand and nearby top resistor appears a different colour (heat?). The washer will work perfectly if power is switched off then on again a few hours later. Seems when switched off overnight, it does not want to "wake up" immediately.
