Fender Frontman 15g doesnt turn on

hey guys im stump on this one ive been testing this amp using this schematic https://www.fender.com/support/amp_schematics/pdfs/Frontman_15G_Schematic_68F.pdf and the test points and at test point 1 (CR7) and i get 0 volts. yet the TPS2050 the heat sink gets relay hot if left on for more than 5 senconds. at test point 15 which is pin 1 on the TPA i get 4.8VAC?!?!?! what is goin on here im thinking it a bad transformer.

If the IC is getting hot, it's most probably because the chip is duff.

You shouldn't really be attempting to measure AC anywhere, just DC, try pins 3, 4, 5 of the chip, should be -23, +23, and zero.
