Enable guests to view attachments?

As discussed in the Fake e-tech accounts thread.

It might be a good idea to allow guests to view attachments, that way we could legitimately get this site added to the blocked list on bugmenot.

I have given guests the ability to view attachments and have submitted for removal of electro tech.
