Just tried Eagle V5 one my new PC with Win8.1 and a touch screen....this computer has a touch screen but no digitizer for a stylus.
Very slick. Quick and easy to place and move components around. Connecting air wires is as quick as tap...tap...tap. Just tap the pads that need to be connected.
Placing traces doesn't work so well however. Back to the touch pad for routing.
