eagle part creation help

so, ive taken the plunge and decided to try and make a part.

Im doing a PLCC 6 RGB led package.

Im following this tutorial.. SparkFun Electronics

and ive got as far as laying down 6 pads in the package editor, however..

''Press Alt+F10 and you should see the coordinates in the upper task bar switch to mm. To alter the size of the five pads to 0.7x1.0mm, click on the wrench, then Smd, then '...':''

when i press alt+f10 nothing happens, I tryed to use the wrench tool and create a new pad size but get an error saying invalid smd size.. valid range is 0...inch.

is there another way to '' put Eagle into metric mode.''

You can change to metric by clicking the "Grid" button (see attached) or you can also select option "Grid" from the view menu.

In the command bar. In the attached picture above, you type in the white bar that is a little below and to the right of the red circled grid button.
