Is it possible to drop the voltage of a car battery (12 volt) to a 9 volt power use, just by placing a resistor in the line?

it depends on the current going through the resistor as to how much voltage it will drop. usually a voltage divider consisting of two resistors is used.

if you need little current look up a 7809. Just go to digikey, search for 7809 and download any of the datasheets.

There are various ways to do it, but you don't give enough details for a complete answer - but a resistor 'could' be used, depending on the exact circumstances.
