Does an AVC device/control exist for Windows audio devices?

The problem: Video on Demand and audio such as VCR tapes don't seem to be recorded with the correct 0 db refererence point AND Windows only allows one to increase the volume only so much.

In some cases even with the volume on full, some titles are barely audible and others blast.

Lately FOX Video on Demand has insanely load commercials.

Is there anyway to fix this behavior?
 
That's not my point. Modern technology: When watching this: **broken link removed** the volume of the commercials and the show is drastically different.

With other VoD WEBSITES the volume is too low througout the entire movie.

I'd like a fix.
