Does a DALI lighting power supply need a DALI connection if it is to be turned on and off with the mains?

A friend has an IKEA LED light that is rated at 600 mA constant current and 24 V max. The controller has died and isn't available any more. I suggested this:-

It can be set to 600 mA, and will supply more than 24 V, so that looks fine.

Can the DALI interface can be simply left disconnected for full brightness?
