I think you need an assembler, try on microchip and atmel sites to find this assembler.

I have convertors from bin to hex and reverse, if this you need?

MPASM comes as part of MPLAB, so you have to download and install MPLAB to get it

As I've mentioned before, I use MPASM in preference to MPLAB.

But it's a very old version (1999), to get a version which includes any recent chips you need the version from MPLAB.
