Instead of 16F84, better you select 16F628A
there is a complete article "Universal Thermostat" in Elektor UK magazine July/August2008 issue, on Page 82. the basic software files can be downloaded easily. PCB artwork is given right there. This was assembled and tested OK by some of our site members, as I know.
