i am using 7490 logic IC in order to build day counter but the problem i am having is it won't start from one(1) the counter 7490 start(resat) always with zero(0).haw can the counter make to start from one(1)

Don't try. Use a counter with parallel load capability such as in the 74190 or 74160 series. Then a "RESET" can be used instead to parallel load a 0001 and it will count up from there. Ripple counters such as the 7490 series are often problematic, especially if your application can't stand gliitches created by ripple counting (your application is probably OK). Synchronous counters, although appearing to be more complicated, are a lot nicer to use and are a lot more versatile (up or down counting, no glitches, parallel loading, etc.).
