You need an RIAA preamp for a start (hundreds of circuits available), then a USB audio interface - you can buy these quite cheaply, but if you're doing this for an HND you would probably have to build one. Basically it's a question of obtaining the IC they use, and following the datasheet - I think many use similar IC's?.
