Off the shelf and cheap there is this. Finding 30 Amp off the shelf and cheap won't be easy and I hope you have a large battery if this is to be battery powered. This also assumes a motor that can be speed controlled. You aren't providing any motor information? Make, model, torque and other little details? Type of speed control you actually want?
