HELLO...guys please help me to figure out this circuit...How does Q1 and Q2 produce a constant current equal to 10mA?And how does 4017 operates?tnx...

Q1 and Q2 are a constant current source. You must learn about how transistors work and learn Ohm's Law to understand their simple operation.
You were told how they work on the other website.

The CD4017 operation is described in its datasheet. It is a sequencer that makes one output pin go high in sequence each time a clock pulse goes high on its clock pin 14.
