Custom Controller - Arduino/ATmega328 Based - ENC28J60 Ethernet Problem

So me and a few other guys have been working a custom controller for our saltwater reef tanks based on the arduino circuit, but with several features on-board.

We are using the MicroChip ENC28J60 controller and we hitting a wall with this portion of the circuit. Everything else works great but we just can't seem to figure this part out. We would greatly appreciate if someone might take a look at it, see if a fresh set of eyes might see something we haven't.

You will notice the CS and RESET on the ethernet controller are not connected. This was one thing that was forgotten when we ordered the boards, we have jumpered some wire to the corresponding pins on the main AVR. Everything seems to have the correct values on the meter, but we are not seeing any LED activity at all on the RJ45 or any connection/response on the ENC.

We are using the circuit and code from this site and is known to be working: **broken link removed**

Any ideas or things to check that we might have missed would be great. Thanks for looking.
