I Want To Know As Connecting A Webcam To A Pic, Or Like A Webcam Is Initialized From A Pic.

It has been done using an AVR Atmega32 chip using basic, see:

Pretty impressive! - but the clever part is the camera, it takes still images and has on-board JPEG compression, and simply transfers the image via RS232. It's really a trivial exercise for the AVR (as the author says), and is even written in BASIC.

If that's what the OP wants, a single frame every 3 seconds, then the project looks ideal.
