Concerning active filters

Can anyone explain and compare the (1) operation and (2) implementation of active and passive filters?

Seriously, your question is much to broad and vague to be answered here, at least in my opinion.

Read this thread.

Active filters are generally used in audio and other low frequency small signal applications where the large inductors required at those frequencies are undesirable.

Passive filters are used for all other applications.
