Compatible Components Question

Hey everyone,
I'm currently building an at home project and am currently using a solar panel with a Vmp of 21 volts and a Voc of 17.6 volts.
They two PID's I have are rated at 90-260 volts, and 85-265 volts. Neither PID powers up once connected and I want to know if it is only due to the differing voltage ratings, and if there is a way to make the system work with the current controllers.
