Circular and eliptical polarization

My textbook(Electronic Communications -Roddy and Coolen) says that circular and eliptical polarization occurs due to interaction with the f2 layer and also due to the antenna.

How can the antenna make the tip of the E vectors rotate?

And Why cant' I find a vector sum of all the E vectors and say 0 polarizaton or sme XY polarization?

What is the advantage of this type polarization?

Excuse me if the question is a bit silly. I have jsut started on antennas. :oops:
