CIRCUIT TO HELP BLIND PEOPLE:PLEASE HELP !! PLEASE

hi everyone

i am a student of electronics... i am in my second year and very interested in doing a project.... but not finding enough assistance in my college.

i am very interested in designing a circuit that helps the blind people in reading taxi meters or telephone meters so that they do not get cheated. can someone please help me..... please

A circut probably isnt enough. One way to do it would be to capture an image of the taximeter and process it with software that recognizes the numbers and then tells how much the meter says to the user...
