Has anyone got or can anyone design a circuit for me.

It is to get 220vdc 5ma from a 9volt battery.

It is so I can build my own proving unit for my Electrical Inspection and Testing Kit.

It is basically to prove my tester is working after proving Electrical supply has been disconnected..

I am new here and I hope this request is in the right place..
 
Try feeding a 240 volt x 9 volt transformer in reverse with a h bridge like is done with an inverter.
 
This is as simple as it gets & will work on 9V, Ive built it as part of a CDI unit for a small motor.

This is as simple as it gets & will work on 9V.
You show a 24V power supply (+12V plus -12V) but I think you have +12V and 0V instead.
Its output is a square-wave with a peak of about 250V, not 300V.
