my tv requires 35v 680uf capacitors, can i replace them with 35v 1000up capacitors and will it work properly?

If the capacitors are the same size the ripple current will be the same and you can substitute the 680u for 1,000u.

Check the ESR

In general, the ESR of the new CAP should be the same or less. However, it may not even matter for your particular TV circuit.
