What kind of circuit would be required to limit the charge current of a capacitor to a low rate but allow as close to unlimited discharge as possible?

Please explain what you mean - limit the charging but not the discharging current? Are you charging from one source and discharging into a different load? What's the application? And what is your understanding of "maximum discharge current"?

Probably the easiest solution is a diode in series with a resistor connected to the charging source. The diode would only allow the charging to occur and the the resistor would limit the current.
