Can you tell me what this is supposed to do?

I was given a box full of things and this set was in there, so I decided to put it together. Is there anyone out here that knows what it is supposed to do?

I plugged the battery in and all the LED's light except for the one in position 7 and the switch doesn't seem to do anything. Any help would be appreciated

What are the numbers on the chips? They look like 7400 quad NAND gates and the circuit sure resembles this electronic single die version.

I used 7 LED to get the pattern on dice.

The numbers on the chips are HD74Lsoop (3) and 69H4EXK


Edit - I have placed the 69 closest to the power and it works just like the video reloadron posted! Thank you all.
