This is a simplistic boost converter which raises the solar panel voltage high enough so that it can charge a battery at about 14V. The charging voltage of a 12V battery is about 13.5 to about 14.5V. You could start with a solar panel that has an open circuit voltage of 16-20V and get rid of the converter.

The one shown in your schematic is an inefficient converter. A better design would utilize a inductor to store energy.
 
Hint: It uses a diode voltage doubler.
