Can i make an Intelligent Switch by using PIC 16F84A

As per the specifications I would say yes. But I do whole heartedly suggest the use of a device not deemed obsolete by the manufacture of the device.

Objective undisputable Reasons to evolve past the F84 for new designs:
1. Newer chips have equal pinouts of old chip.
2. Newer chips are 1/3 the cost of old chip.
3. Newer chips 2x the speed of old chip.
4. Newer chips have 2x the code space of old chip.
5. Newer chips have built in oscillator which further makes the new chip lower cost.
6. Newer chips have more built in protocals, features, and peripherals.

So basically you want a single button that can turn on and off? Simple! Ive made this circuit before. I seem to have lost the schematic though.
