What is this part? Its on the secondary of a ATX powersupply mounted on a heatsink along with a pair C4106 transistors... I thought it might be for the 5volt standby in the powersupply... possible? THANX!!!

Be careful, this is on primary side, on 300V DC. It's a switching transistor of standby supply. Unfortunately most of case when this transistor burn out, the small transformer in collector also failed.

Is the C3150 the only problem of de atx power suplly? The power supply dont work and blow up capacitors 45uF 50V and 100uF 16V what is the possible problem????

It's rare for just the transistor to fail, usually something has made it blow - prime causes are low ESR electrolytics and high (or O/C) resistors. Switch-mode power supplies are like a chain of dominoes, one fails everything fails! - you should carefully check all components, and probably change all electrolytics regardless.
