How to make boost converter 3.8v to 5v and put it inside my phone to get 5v to usb port.

Doesn't sound doable to me, using readily-available parts. How much space do you have available inside the phone? How will you prevent the phone from responding to the generated 5V by trying to charge the battery which is driving the boost converter?

A Typical Switching BOOST Supply uses a Choke, that has Too Much HEIGHT.

Possibly the Only Option would be a ICL7660 to Double the Voltage, Followed by a 78L05 Volt Regulator.
But The parts would Need to be Surface Mount, to keep the Height Low.
And you better have GOOD Soldering Skills.

This is probably the smallest boost available. There is a 3.3V to 5V app on page 1.

Don't know if you can cram it into your space. Be advised any boost converter will be a small radio station inside your phone.

The IC is Small Enough, But it is the 6.8uH Ferrite Core Choke that will be the SPACE Problem.

Do I only need ICL7660 and 78L05 Volt Regulator?

It also requires a Few Capacitors.
And Surface Mount Tantalum Caps are Quite Small.
Check out the Data Sheet for the ICL7660.

You Can't BOOST without some type of Oscillator!

You could buy these, If it will Fit the Space.
